Maria Diaz, CEO of Dicapta has been invited to present to the committee the status of
Video Description among Hispanic Community. In addition Ms. Diaz plans to bring forth
the pressing needs and rights of Hispanic American with visual impairments living in the
US.
We are excited that the 21st Century Communications and Video Accessibility Act has
regulated video description to be included on all major networks, even though it is only
few hours.
Unfortunately, the needs of our Spanish dominant population with visual impairments
were NOT considered.
Therefore, the regulation does not apply to any major networks in Spanish.
On November 1st, we will have the opportunity to speak on behalf of the Hispanic
population that should enjoy the same right to Video Description as their English
speaking counterparts.
We are writing to you for two reasons;
1. To invite you to come on November 1st and support our effort in guaranteeing
equal rights to Hispanics with visual impairments
2. If you cannot come to the meeting, please take a few minutes to express your
support for this cause as we will be sharing your comments with the committee.
Please feel free to pass on the information along to colleagues, families and anyone who
might be interested in supporting Video Description in Spanish.

The Anaheim Convention Center provides accommodations that are structural in nature. D23 Expo 2011 will take every measure to ensure that individuals with disabilities will be able to participate and experience all areas of the D23 Expo. There will be a sign-language interpreter for all Arena keynote speeches.

Event Followup: S.O.S 15th Anniversary

Over 150 people attended Deaf Services (S.O.S) anniversary dinner party. The party was held this past Saturday the 18th at San Gabriel College in Puerto Rico.
After a delicious meal, a local group of ASL performers known as “Hands Performance Group” or “HPC” entertained the audience with an array of popular songs, going from romance to comedy and in between.
As the evening can to an end, the spotlight was on Alan Abarbanelle a.k.a. “Abababa”, a CODA performer who shared with us his fun moments and experience while growing up with two deaf parents and their wonderful legacy pass down to him.
In all, a very meaningful and fun night where Deaf and hearing alike shared and enjoyed themselves to the fullest. Surely, the next anniversary will be even better. Can't wait!
Deaf People of Color Conference Update

The Second National Deaf People of Color Conference is slated for June 25 through 27, 2010, in Portland, Oregon. This exciting event will feature workshops, presentations, and a banquet gala (with entertainment).
Because of the current economic crisis and the hardships it's caused for Deaf people of color, the Conference registration fee has been reduced from $400 to $250. The registration deadline has been extended to May 30, 2010.
Yes, that's right–only $250 for registration!
Rooms at the DoubleTree Portland can be reserved until May 23, so please don't delay.
To save even more money, you can share a room at the DoubleTree. Two persons can comfortably share a single room, bringing down the cost per person to a reasonable $75 per night.

DECISION LATITUDE IN LEGAL INTERPRETING: THE CONTRIBUTION OF RELATIONAL AUTONOMY

Instructor: Anna Witter-Merithew and Dr. Leilani Johnson
Professional autonomy is the right-in fact the ethical responsibility-of members of the interpreting profession to act according to shared standards of the profession. Professional autonomy implies the right to exercise professional judgment in the face of pressures from institutional authorities, disagreement with members of the legal profession, or other demands. However, adhering to this paradigm is challenging. Our autonomy is in fact relational as a result of the very social structures upon which it depends for its existence-legislative mandates, system-based policies and procedures, and a unique bond to the language communities we serve.
These factors create unique and complex conditions impacting our decision latitude. On one hand we are afforded the standing of 'officers of the court', and yet we often find ourselves at the center of serious social injustices imposed on language minorities confronting the legal system. How are we to reconcile these factors?
This presentation will focus on a framework for ethical decision-making that views interpreting through the lens of relational autonomy and delineates the conditions that enhance or restrict decision latitude of legal interpreters, and the consequences of each. This framework will assist practitioners in discussing their work and decision-making in a manner that can be understood, appreciated and valued by those within the legal system, leading to increased respect and professional standing for interpreters and enhanced ethical decision-making.
DEFINING SPECIALIST COMPETENCE AND BEST PRACTICES FOR AMERICAN SIGN LANGUAGE INTERPRETERS WORKING IN THE LEGAL SETTING

Instructors: Anna Witter Merithew and Carla Mathers
A national project was undertaken to define the competencies and best practices of American Sign Language (ASL)-English interpreters working in the legal setting. The project was funded through federal grant funds. This presentation will focus on the process of 1) distinguishing generalist from specialist competence, 2) defining standard, best and effective practice of ASL interpreters in the legal setting, and 3) strategies for building consensus around both standards of competence and best practice within the field of ASL-English interpreter practitioners and educators. The lessons learned from this national project are widely applicable to both sign and spoken language interpreters and educators. Of particular interest are the findings from a series of focus groups and a national survey that indicate disconnect between what practitioners believe is best practice and what they actually apply in their day-to-day work. The factors impacting this disconnect include philosophical perspectives on decision latitude of interpreters, system constraints, and a lack of mastery of specific competencies. The implications of these findings for both practice and education of interpreters to work in the legal setting will be discussed.

The 2007 RID National Biennial Conference is expected to attract upward of 2,000
members to San Francisco. The emphasis is on educational development. More than 100
different educational opportunities were offered at the 2005 Conference, ranging from

professional presentations and forums on topics of interest to those in the profession as
well as plenary sessions most mornings. The number will likely be comparable in 2007.

2nd DAY - TURSDAY, MAY 15, 2007, : SYRACUSE - CATANIA
Breakfast at the hotel. In the morning excursion to Siracusa, the most beautiful Greek colony of Sicily. We will visit the famous "Fontana Aretusa", and the archaeological area with its marvellous theatre and "Orecchio di Dionisio". After lunch in Ortigia in a typical restaurant, the small baroque island, old city centre of Siracusa, the tour will go on with the visit of Catania, the town known for its original baroque style and for its streets built with black lava stone from mount Etna. Walking tour through Via Etnea, the Baroque street "Via Crociferi", the Piazza Duomo with the Cathedral and the "Liotru" statue, symbol of the city, the roman Amphitheatre, the Opera House, the University, and the noble Palace of Biscari. Return to the hotel, dinner and overnight in the hotel.
3rd DAY - WEDNSDAY, MAY 16, 2007: ETNA – TAORMINA - CASTELMOLA
Breakfast at the hotel; morning dedicated to a fantastic excursion to Mount Etna, the highest active volcano in Europe. Across fascinating landscape, we will reach a height of 2000 metres, where we will enjoy a fantastic panorama of the Ionic Sea. In the afternoon free time in Taormina, the small medieval village called "the pearl of the Ionic Sea", famous for its typical small streets and his fascinating Greek theatre. We'll continue to Castelmola and visit the typical Bar Turrisi. In the late evening free dinner in the typical restaurant located in Taormina. In the night return to the hotel overnight.
4TH DAY - THURSDAY, MAY 17, 2007: PIAZZA ARMERINA - AGRIGENTO
Breakfast at the hotel. Departure to Piazza Armerina, in the heart of Sicily, where we will visit "Villa Romana del Casale", famous for its fantastic mosaics. Lunch in a typical restaurant "Antica Roma". We will continue our tour to Agrigento and visit the wonderful "Valle dei Templi". Concordia Temple, Ercules Temple, Giunone Temple and Castore and Polluce Temples represent the most beautiful example of the Greek Civilization in Sicily. Dinner and overnight at the hotel.
5TH DAY - FRIDAY, MAY 18, 2007: AGRIGENTO – SELINUNTE – ERICE
SEGESTA - MONDELLO
Breakfast at the hotel. Departure to Selinunte and visit the archaeological park, the largest in the Mediterranean area. Lunch in a typical restaurant. We'll continue our tour to Erice and visit the beautiful area of Trapani, with its vineyards famous all around the world; we will visit the fascinating Erice, a small medieval village with ancient Greek origin, situated on a little hill, where it will be possible to enjoy a fantastic view on the Egadi Islands and have a nice taste of its typical almonds biscuits.
We'll continue also to Segesta and visit the temple. At the end of the Day. Arrival to Mondello, cute small town known for its beach. Dinner and overnight at the hotel
6TH DAY - SATURDAY, MAY 19, 2007: PALERMO – MONREALE
Breakfast at the hotel; morning visit of the Capital of Sicily, one of the richest town in Sicily for history and art. We will visit the Cathedral, "Palazzo dei Normanni" with its "Palatina" Chapel, the "Quattro Canti", the Opera House, the Pretoria Square. We will continue to Monreale to admire the Cathedral with its splendid 12th century mosaics, and the cloister of the Benedectine monastery with Moorish architecture.
In the afternoon optional excursion to: "Santuario di Santa Rosalia" on Monte Pellegrino and Mondello, the favourite beach of Mondello people for a walk or a nice swim. Dinner in hotel or Free Dinner in old town and overnight in hotel.
In the case the Palermo Provincial Association of the Deaf and its President Armando Giuranna accept to satisfy Mr. organizer Vito de Marco's proposal to welcome foreign deaf tourists, they will be available to organize the deaf theatre show at night.
7TH DAY - SUNDAY, MAY 20, 2007: PALERMO - CEFALU' – ACIREALE
Breakfast at the hotel. Departure to Cefalù and visit of the Norman Dome, rich of Byzantine mosaics. Lunch in typical restaurant. Possibility to visit the Bagheria Villas of the 700s or Archeologically Site of Soluto. We will continue our tour to Acireale and visit the lovely churches in old town. Dinner in the hotel or Free Dinner outside and overnight at the hotel.
In the case the Giarre Association of the Deaf agrees with Vito de Marco, its ex well-known Vice-President about welcoming foreign deaf tourists, they will be available to organize the dinner or party.
8TH DAY - MONDAY, MAY 21, 2007: CATANIA
Breakfast at the hotel. Participant's departure. In order of departure hour, long journey for the airport, possible visit of Catania. End of tour of Sicily.

The fees in full will have to arrive successfully by bank transfer at leat one month before the date of beginning of the Tour, which will be informed to the single addresses by the coming of the minimum of 15 participants
After the post of fee deposit, in case of renunciation or cancellation of the tour, at least one month before the departure date and anyway previously the definitive mutual confirmation, the deposits would be returned in full.

Deaf and Hard of Hearing Adolescents Conference September 18-20 in

Updated registration information is now available for the Deaf and Hard of
Hearing Adolescents: Leaving No One Behind! conference scheduled for
September 18-20 in Memphis, TN. Opening day keynote presenters include Dr.
Martha Sheridan, author of Inner lives of deaf children: Interviews and
Analysis, and Dr. I . King Jordan, Outgoing president of Gallaudet
University. A panel presentation will be moderated by Dr. Douglas Watson,
Director of the Rehabilitation Research and Training Center for Persons Who
are Deaf or Hard of Hearing. A listing of concurrent workshops, registration

Conference participants also have the opportunity to sign up for a tour of
Graceland (Will there be an Elvis sighting?) This tour will include the
mansion, automobile museum, and other sites on Graceland. After the tour, we
will have a barbecue dinner in the automobile museum. The tours are
self-guided and will take approximately two hours. The $70.00 ticket will
include the tour, dinner and round-trip transportation from the conference
hotel.
The conference is co-sponsored by the Gallaudet University Regional Centers
and the University of Arkansas Rehabilitation Research and Training Center
for Persons who are Deaf or Hard of Hearing. Gold Level Sponsor is the
Laurent Clerc National Deaf Education Center. Silver Sponsors are Gallaudet
University and Tennessee Relay Services. Bronze level sponsors are Sorenson
VRS, Tennessee School for the Deaf, and the Alabama Department of Mental

This advanced level 15 week online course provides you with the opportunity to explore the core values, guiding principles and the dimensions that impact ethical decision-making. You will develop strategies for addressing and resolving dilemmas arising from a variety of case studies and complete activities designed to foster greater degrees of ethical fitness. The goal of the course is to foster a collegial investigation of ethics and ethical decision-making as the cornerstone for the competent autonomy of Sign Language Interpreters.
What: 3-credit hour online course

Who: Working Interpreters (3+ years experience)

Prior Learning Assessment for Interpreters
This 15 week online course introduces you to the process of creating a professional portfolio by developing evidence that your learning represents college level work, mapping your learning to specific college courses and discovering the options for submitting your portfolio for college credit. You will develop a portfolio to document your prior learning and mastery of 38 entry-to-practice competencies. Students meet online to discuss the purposes and goals of a portfolio, and to decide which materials will be included in the final portfolio.

Who: Working interpreters (5+ years experience)
Cost: Tuition and Study Guide - $530.00
